The same police that won't investigate/intervene for burglary in these 3rd world countries will also not bother messing with all the vigilantes. Whether it's laziness or corruption, they know their government above them is equally as corrupt/inept and would sacrifice them to an angry mob in a heartbeat. In the US and many western countries, the police will not do anything about the burglary out of laziness, but then turn around and arrest anyone for vigilantism. Because they are much more invested in maintaining the power structure and control, and have many higher ups willing to back them up the entire way and then some. Which we're seeing the effects of now.
